Sonar has a sister?

Apparently...according to Radar, who can be wrong, Sonar has a sister. And it is none other than the infamous Jewel. (The three year old she rescued). Honestly I'm a little confused, but what can I do. Nothing is certain though. I haven't actually seen the documents that Radar supposedly has. I would trust Silence on that before Ray or some piece of paper. (Silence can instantly spot family relations...odd)
